After the split 1984 Games, everyone agrees that the Games deserve a better image. Close cooperation between the 4 International Federations resulting in the International Coordinating Committee (ICC) and the IOC cannot be delayed. The first ICC technical committee worked together with the IOC tech committee. The position taken that the Paralympics will actually be held at the location of the Olympic Games also benefits the recognisability and value of these Games.

Due to the high travel costs for the Volleyball Teams, 4 Countries have decided not to participate in the Seoul Games.

The Gomdoori (derived from the Korean word for “teddy bear”) were the Paralympic Games mascots of the 1988 Games in Seoul, South Korea. The bears are tied together to symbolize cooperation. Designer Lee Yun Soo.
